What does this MR do and why?

The scope of this MR is to add a way to wait/retry connection on rancher UI using SSO. Something due to lack of connection the redirect from SSO to rancher home page is not so smooth and conduct to errors in sso script. I've introduce a new check and retry connection until the page in successfully loaded.
