minor: improve how "sylvactl watch" is run, target specific HelmRelease and ns

This MR makes more targetted the calls to sylvactl watch done from bootstrap.sh/apply.sh/apply-workload-cluster.sh:

  • target sylva-units HelmRelease, any Flux object which is not a dependency of this one does not need to be waited on
  • target the relevant specific namespace:
    • benefit from shorter output that sylvactl watch does when watching a specific namespace
    • don't let other Flux objects from other namespaces interfere with the output (e.g. stray things in sylva-units-preview)
