[823] Add a unit to deploy workload-team-defs Helm chart

This MR adds a unit that deploys Helm chart https://gitlab.com/sylva-projects/sylva-elements/helm-charts/workload-team-def. This Helm chart processes a dict of definitions passed through .Values.workload_cluster_teams. It also adds the shared_workload_clusters_values to workload-team-def helm chart config map(managed-workload-clusters-settings) values
