Fix Keycloak-resources healthcheck for Harbor

What does this MR do and why?

This change fixes the harbor healthcheck in keycloak-resources. When we disable the harbor unit, this healthcheck is still there and induces a deployment failure. So we need to condition this healthcheck if the unit harbor is enabled or not.
