capo - increase CI resources

This MR changes CI configuration for capo jobs to:

• use a larger flavor (16GB instead of 8GB)
• use 3 replicas in the machine deployment

The intent/hope is to have smoother runs and less of issues that we've increasingly seen in the past days since the introduction of new units.
