annotate namespace-defs namespaces to disable pruning

This is a "safety" MR: without the kustomize.toolkit.fluxcd.io/prune: disabled, the sylva-system Namespace would be deleted (with all definitions for everything in the mgmt cluster) if the namespace-defs Kustomization is mistakenly deleted.

This MR ensures that this annotation is set on all resources of the namespace-defs unit.
