neuvector: fix and conditionally set proxy

Go templating to add conditional proxy to neuvector/scanner

According to charts values in https://github.com/neuvector/neuvector-helm/tree/master/charts/core
"cve.scanner.env" should be at the same indentation level than image, as of today I can see it on "cve.scanner.image.env"
