Introduce RKE2 CI jobs with openSUSE images

What does this MR do and why?

Partly addresses #727 (closed), adding CI jobs based on RKE2 images with openSUSE (we can't have jobs with Kubeadm openSUSE images until sylva-projects/sylva-elements/diskimage-builder#52 (closed) is addressed).
It makes use of the evolution brought in sylva-projects/sylva-elements/helm-charts/sylva-capi-cluster!213 (merged).
