Closes #604 (closed) and #610 (closed)

Changes applied for the following resources with the new value :

keycloak-add-client-scope(job) : user: 10000 , group: 10000
metal3: userx2 : 10000
local-path-provisionier: user: 10000
capi-rancher-import: 10000 , runAsGroup: 10000

Tested with success in a local cloud deployment.
