Add absolute_path API for plugins

This adds an API to the plugin interface that allows for getting the absolute version of a path (whether it exists or not).

This is needed for allowing the spade plugin to use the absolute path for looking up the top-level module for decoding types, and can't be done in pure wasm due to needing to match the host os.
