Update the docker somewhat

This closes #5 (closed) by way of simplifying the Dockerfile somewhat.

As a side-effect, it now does less as root which seems to be sensible all-round.

Also this closes #4 (closed) by way of using bullseye instead of buster which brings in newer build dependencies
