Move domjudge, company logo's and committe pictures S3

Also refactored some code to make our S3 implementation compatible with local S3 tools (Minio).

Remaining usage of S3 (All have to go into a separate bucket):

• ALV files
• Examination files
• User avatars
• Generic uploads from users
