Change include functionality such that properties defined later override properties in included configs.

The include functionality did not work as I expected it would. The values in the base config were being used and not overridden when declared in a config that included that base. This now functions more like the gitlab-ci.yml includes.

Also updated dependencies for npm audit issues.
