Spamnesty settings singleton in model
Changes to create a singleton object in the "main" model. It will be used to hold settings that can be changed by the UI.
The 17.0 major release is coming on May 16, 2024! This version brings many exciting improvements to GitLab, but also removes some deprecated features.
