Fixes up the captp code

These are a set of general fixes, largely to the captp and vat code which fix bugs and lay the ground work for supporting CapTP netlayers in the future.

Rebased and pushed. Thank you for doing all these PRs! I know it couldn't have been easy to sensibly reshuffle and clean up all these! Great work @tsyesika :)
