Add pass to to split compound types

This is a helper pass to make the enum clock gating work in more cases. Essentially, it splits structs into individual fields before moving them into registers

Author checklist

• New Diagnostics have at least one snapshot test that triggers it
• Added a changelog entry, if relevant
  • You can use ./add_changelog <MR number or a_descriptive_name> to do this
