Improve mobile friendliness of instrument panel and start css cleanup

  • Before the instrument panel and all other menus overlapped when on mobile
  • Now the instrument panel adapts to mobile devices to try and reduce menu overlaps
  • A start to the css cleanup has been made to try and get to the end goal of global css files
