- Added licensing files required for LGPL-3.0. Two files, because
LGPL-3.0 is more a set of amendments to GPL-3.0

- Update the license headers to correct a rogue Doxygen-comment that was
creating invalid documentation for the Igneous namespace.

- Additional documentation for a few configuration classes

- Moved documentation to isolated directory to (hopefully) resolve
issues with CI pipeline documentation updates
