Add AntiDuplicationPolicy and AntiMentionSpamPolicy

  • AntiDuplicationPolicy - prevents the same message from being duplicated multiple times, regardless of the user who posted it, with a cooldown of 1 minute.
  • AntiMentionSpamPolicy - requires users to have a follower, write a post, and for our server to have known about them for at least 30 seconds before they can submit a message with mentions.
