For me it needed to be stage: deploy even for the review stages to work.

@martinlugton @david.klotz are you aware of how to not create a review app if the PR already has one. Seems multiple apps are created for each commit on the PR with this config

@gitstart-televeda It's been a while since I used this, but I think I remember as long as I used the same app name (e.g. use the branch name and not the commit hash) for Heroku it would "overwrite" the existing app?
