SAH-1816: Fix data type of device property

1. What this MR does / why we need it:

  • Fixed
    • Corrected the data type of the device property for the Subarray device FQDN.
    • Fixed the resource de-allocation logic triggered by the corresponding device event.

  • Merge Request Title appropriate.
  • Unit/Integration tests added and existing test cases are passing.
