SAH-1513: Developed test-cases for tmc-sdp unhappy path scenarios for healthstate and availability.

• Implemented test for HealthState for TMC-SDP pairwise testing (XTP-39503)
• Implemented test for availability for TMC-SDP pairwise testing (XTP-39507)
• Also verified skb-303,(Which was resolved by sdp team in chart 0.20.0) by adding assertions for transitional obsStates (RESOURCING, CONFIGURING) in one of the tests.
• Also enabled Abort in CONFIGURING test which was disabled because of bug SKB-303
