SAH-1551:Utilize OSO-TMC Low Assignresources JSON v4.0 on CentralNode

1. What this MR does / why we need it:

• Utilised Low aasignresources json which includes Mccs schema v3.0 and pst schema updates.
• Added telmodel validation and removed custom validations
• Utilised ska-telmode v1.17.0.

2. Make sure that you've checked the boxes below before you submit MR:

• No conflict with master branch.
