Draft: BAD-12 Update MCCS repo

Branch off bad-12-move-here-deployment, as that branch has the latest SDP version deployed with suitable config; once we have reasonable MCCS config we can merge to the branch, run tests, and hopefully merge to main.

The original commit just updates the MCCS version.
