SKAMPI has a test for running a hello world script using a new activity interface. The script does not send any device commands, it simply shows that a script can be run using OET. This activity test used to fail due to a bug in the OET activity interface but has been fixed in OET patch release 5.2.1.

This MR updates OET version to the patch release 5.2.1 and enables the hello world test.
