Draft: ST-1662 setup ska skampi deployment

This MR turns this repository into the Testing repo of SKAMPI, where we can run the tests against any namespace and telescope configuration

Because we do not have charts, chart_info was removed from xray uploads. We need to add a namespace_info object to skallop so that we can flush all of the namespace information into the report, not just the chart. That was created as ST-1701
