ORC-1636: speed up teardown of vis-receive test (low)

This MR updates the SDP vis-receive test to fix a problem with timeout at teardown. I also commented the dataproduct steps of the BDD test, since the API is not yet deployed with SDP into SKAMPI. A bug is fixed, which now results in the expected failure when the code is trying to connect to the non-existent dataproduct API.
