SAR-334 Rework dishmaster for ska-tmc integration

Samuel Twum requested to merge sar-334-rework-integrate-dishmaster-sim-into-ska-tmc into master

ska-tmc will use the dishmaster simulator pending the development of dsh-lmc prototype. This change implements the dishmaster simulator and packages a helm chart for it to be used in testing.
