KAR-772 Prep for release 1.6.5

This merge request increases the version number of the dish simulators.

Why: The Tango device names of the SPFRx and the SPFC devices were updated to conform to ADR-9. What:

  • Updated dish simulators version from 1.6.4 to 1.6.5
  • Updated ska-tango-base in Charts.yaml from 0.4.8 to 0.4.9
