CIP-2836 Fix for ADR-99 receptor subsets and exceptions

Description

Two main things:

  • patch for typo that affects post- ADR-99 scan configurations with receptor subsets specified
  • increases number of try/excepts in visibilities report to be more robust to certain failures
    • want to continue plotting as much as possible in report even if some stuff breaks

Testing

For signal verification functionality that works with the system tests repository.

Testing checklist:

  • ensure branch updated with latest main before final testing

  • run one of speedruns 1-4 in the ska-mid-cbf-system-tests repo and link to results ran locally with vis file that had errors in it (missing data, more baselines than expected), report here:

    Test_28_vis_red_errors

Completion checklist
