AT5-797 Delay Model Test Improvements

Integration tests: For test_ConfigureScan_delayModel:

• test fixed (passes now)
• Fsp delay model checks added
• Cleaned up test (not hard coded)
• Fsp and Vcc models both updated with one json file For test_ConfigureScan_jonesMatrix:
• Fsp checks added

Unit tests:

• Vcc unit test test_UpdateDelayModel added
• Vcc unit test test_UpdateJonesMatrix added
