CIP-2430 upgrade vcc

  • Converted all VCC observing commands to LRCs
  • Set up wrapper methods around configure_scan, abort_scan and obs_reset submitted task executor threads to drive _invoked and _completed state model transitions
  • Removed all PSS and PST implementation related to VCC, including delay model updates which are currently unused at the HPS VCC level
