CIP-1341 Add LRU3, LRU4 and Talon Boards 5-8 to MCS

Updates for CIP-1341:

• Add LRU3/LRU4 to charts
• Add Talon Boards 5-8 to charts
• Add VCC5-8 to charts
• Update TalonDxBoard1Address and TalonDxBoard2Address in charts and unit tests set up files
• Update unit test set up files accordingly

Updates for CIP-1589:

• Removed update-db-port in Makefile

Tested mcs-on command with the following boards:

• talon6 alone
• talon7 alone
• talon6 & 7 together
• talon1 & 2 (to confirm nothing broken)

Verified unit tests and k8s-tests still work.

Pipeline passes.
