LOW-867: commit operational notebooks

A bit more consolidation. Moving the operation notebooks from the aavs3 shared folder into source control.

I think the next step should be to create a Python package that's installed as part of the image - we have these sft_utils and station_utils that should just be under a ska_low_testing package and available globally in JH. But that's for another MR.
