TOP-1086: Rework delay poly to allow changing the delay configuration through TestIO during a test

This MR changes the delay poly emulator configuration to go through the TestIO class and makes it possible to only change the source direction, beam direction or epoch offset individually. This enables the multiple scan integration test to change the beam direction half way through the test.
