TOP-1038: Update LOW-CSP JSON schema versions

This updates the versions of the JSON schemas used for LOW-CSP subarray commands, in preparation for the update to ska-csp-lmc-low 0.12.0. This is required because this version of LMC seems to no longer accept the versions that we are using, see https://gitlab.com/ska-telescope/ska-low-csp-test/-/jobs/6298741289
