ST-1768 deploy improvements

This MR implements some improvements in term of deployment to specific data centre.

In specific, there are 3 "integration" environment that can be deployed in psi-mid and mid-itf. The pipeline definition and the values file are included in the gitlab/includes folder structured as /. The pipeline definitions mainly extend the anchors.yaml definition available in the gitlab/includes folder. In this way, adding a new environment will be easy as it means to just create a new folder, change the values file and include the definitions changing only the suffix of the jobs, the namespace and runners.
