KAR-684 Upgrade pytango to v9.4.2 and use ska-tango-operator for k8s deployment

Green light has been given to upgrade all projects to use Pytango v9.4.2: this change implements this and utilizes ska-tango-operator for the k8s deployment.

Dockerfile

  • Still using the old images
  • Python version upgraded to v3.10 to allow pytangov9.4.2 install
  • poetry install bumps up the pytango version to 9.4.2
