SAR-366 Tests for SPFRx control

Tests for SPFRx control have been added to cover L2-4697, L2-4699, L2-4700, L2-4698, L2-4588. These tests verify that the capability states of the different bands report the right values while in a triggered mode.

The Dish LMC requirements tested are linked to these tests: XTP-3090, XTP-5414, XTP-5703, XTP-6269, XTP-6270, XTP-6271, XTP-6439, XTP-813.

The following requirements are not tested yet:

• L2-4584 - setting noise diode configuration: there are inconsistencies between the TMC MID to Dish ICD, the Dish LMC to SPFRx ICD and the spfrx-developer-docs-v0. This issue is logged here.
• L2-4696 - report Dish capability unavailable: It is not clear how to set the Dish Structure simulator in e-stop mode. This issue is logged here.

The tests support the Dish LMC functionality defined in these system acceptance tests XTP-3504 and XTP-3505:

• Dish LMC reports Dish status based on SPFRx status.
• Dish LMC reports Band 2 capability.
• Dish LMC sets SPFRx to Standby and Operate operational mode.
• Dish LMC configures band 2.

Some files have also been changed while working to deliver these tests. Files that relate directly to this MR are under the band_configuration directory.
