SAR-360 reduce image size

Reduced the image size a bit.

lmc is original and local/small_lmc3 is latest with changes.

• Omitted copying unnecessary files
• Added --no-install-recommends and cleaned up /var/lib/apt/lists/ after apt install

Tested in minikube
