SAR-332 Added the helm charts folder

Added the Chart file for the ska-dish-lmc and the supporting files. This includes the templates files that is going to be used to generate the k8s manifest file. Converted the configuration.json file to the equivalent config yaml files which are used by the ska-tango-base and ska-tango-utils charts for registering devices into the database. We have added the helm-chart.gitlab-ci.yml CI template file to have the chart built and linted in the pipeline.
