KAR-763 Dish-LMC with SPFC in the ITF integration

This MR relates to the integration of Dish-LMC with SPFC in the ITF. Changes that were made include:

• Adding the LP-FP shortcut to make the transisition quick and other transitions as required
• Added a smoke test
• Deleting the outdated SPFC related dashboards and adding a new one
