KAR-855 Increase L2 test coverage

This change adds more tests to verify the DISH LMC software requirements.

The following requirements now have test coverage:

• L2-4633 MID Dish LMC Startup Mode (tested by XTP-37884, XTP-13924)
  • The test already existed as a smoke test. Split it into two as an acceptance test
• L2-4696 MID Dish LMC Report MID Dish Capability Unavailable (tested by XTP-28119)
• L2-4600 MID Dish LMC to MID TMC comms fail stow (tested by XTP-28438)
• L2-4598 Dish LMC executes STOW to DS within 1s of issue from TMC (tested by XTP-39717)
• L2-4677 MID Dish LMC Reporting models (tested by XTP-39181)
  • The test already existed, updated it and linked to the relevant requirement
• L2-5121 Dish LMC send desired pointing model parameters (tested by XTP-28120)
• L2-4704 MID Dish LMC Configure MID DS (tested by XTP-5414, XTP-28120)

The requirements with test updates include:

• L2-4708 MID Dish LMC Receive pointing control (tested by XTP-5414)
• L2-4639 MID Dish LMC Send estimated pointing (tested by XTP-5414)
