KAR-767 Remove old SPFRx deployment job and test configuration for targeting existing deployment

What: This merge request introduces some modifications to enable the execution integration test suite between Dish LMC against the SPFRx device in the ITF. This MR also removes the obsolete SPFRx manual deployment job from the pipeline
