This MR releases receive-modules 3.7.0.

There was also a new 1.4.0 release of poetry overnight that breaks the installation of some of our dependencies (at least ska-sdp-dal, maybe others?). To avoid this I've changed our installation of poetry to stick to 1.3.2 instead of getting the latest available version. Details in https://skao.slack.com/archives/CEMF9HXUZ/p1677539456189909.
