Draft: YAN-1557 ExchangeGroup stream methods

Migrated stream related methods to the ExchangeGroup class which shrinks the size of the tango device code by another ~100 lines.

This also combines the database forwarding logic to a single setter which no longer logs if database entries are incorrect, but otherwise should be behaviourly the same.
