Draft: ORC-1343 Update Visibility Receive Persistent Volume

I have updated the visibility receive test to work with the persistent volume. The changes are half tested in the DP cluster in my namespace but because of the issue in the DP cluster have not been able to test it yet thoroughly. I have made changes to adopt the output file format from ADR-55 /product/[eb_id]/[ska sub-system]/[scan_id/pb_id]/... but this is not fully tested due the cluster issue.

Reviewing the code would be a good start and then once the DP cluster is up and running, I could test it fully.
