YAB-194 Make metrics aggregator optional, release vis-receive 1.2.0

This MR makes the metrics aggregator StatefulSet optional instead of required. This new StatefulSet was added in 1.1.0, alongside other improvements to the vis-receive chart (see CHANGELOG for 1.1.0). Making the StatefulSet optional means we can rely on those other improvements while still holding up on having to deploy the metrics aggregator.
