YAN-705 rascil checker into yandasoft

Added a RASCIL checker to the yandasoft pipeline to see whether we can mix and match.

I changed the pipeline to use a docker executor I changed the YANDA pipeline output to fits I added a RASCIL processor to perform the checks

This works - but as I am using "docker in docker" each time it runs it needs to pull the RASCIL image which takes a while. So I have made the test optional
