AST-1265 add first iteration in workflow

Implement first pass through of direction dependent calibration pipeline as illustrated in the "first iteration" diagram at https://confluence.skatelescope.org/display/SE/Progress+diagram

In this MR the operations calibrate_1, predict_1 and image_1 are added, and a first pipeline is defined. The pipeline can be run from the command line as well. The documentation is updated in a follow-up MR. The option to resume the processing from an intermediate step is added in a follow-up MR.
